Why is Road Bike climing hills is sooo difficult?

Road bikes are designed to travel on (what else?) roads. The designers operate on the assumtion that the road will be slightly angled, but not much. Mountain bikes are designed to go up and down mountains, and the gears have a higher Mechanical Advantage, meaning the mountain bike multiplies the "in force" (how hard your peddling) more than a road bike...
